DYCE Connect: Fixes and features for DYCE Sync

Features
- Send the Sync App version to DYCE Connect backend to improve supportability
- Changing another company's display name in BC is now allowed and will be accepted by DYCE Connect
Fixes
- Consider legacy time recordings without surcharge properties when receiving data from DYCE Connect
- Send billing work orders first during full synchronization, then sub work orders to comply with referential integrity
- The company display name is synchronized only for the current company during full synchronization
- Merging of work orders after a full synchronization now correctly considers missing project tasks and event locations
